Release notes for sch-rnd 1.0.9

This is a frature release with some bugfixes. New features and
bugfix highlights:

- New feature: stable io_eeschema plugin that loads s-expression format
  KiCAD/eeschema sheet files

- devmap files can use the usual attribute prefixes to modify compilation
  (e.g. "-" for not propagating)

- BufferLoad() default format is NULL for autodetect so that alien format
  symbols are easier to load (from Import menu)
