ut61 and libut61

Simple input layer for UNI-T UT61* digital multimeter rs232 line.

This project provides a reentrant C89 library (libut61) and a command line utility for reading and parsing the data stream of an UT61* digital multimeter. It should generally work with any DMM based on the ES51922 chip.
